Ten phases, in this order

The spending rule

No significant expense is committed without first identifying its purpose, its cost, its supplier and its usefulness to the project.

Initial capital is not set artificially: it is determined after the full budget is established — formation, legal, compliance, licensing, technology, infrastructure, staff, insurance, marketing, working capital and operating reserves.

Legal reserveWhat this is not

Zantray Transfert’s institutional design is not a Money Transmitter licence, a FinCEN registration, a banking licence, or an authorisation to operate in a foreign country.

Each regulated activity — money transfer, payments, currency exchange — opens only once the applicable authorisations are obtained, and every country is assessed on its own legal analysis.
